No. No one is legally obliged to help another person, regardless of their profession. Most doctors are willing to do anything, but could not be held liable if he left.

Each doctor has a moral obligation to act in such a case. Everyone has somewhere else. Learning first aid is not difficult and can keep someone alive until expert help can arrive.
